    Character Sheets: Place & Date of Issue

    Since most of this information is covered on the Archives (primarily in the Reformation of the NCC article), this guide will serve as a shortcut to understanding what these two fields on the Character Sheets mean so that they can be filled out correctly. PLACE OF ISSUE Place of Issue is almost exactly as it sounds, with a caveat. You can choose from Zone 01 to Zone 22, corresponding with the Zones on the World Map, and at the bottom of the Official NATO-CSTO Coalition article on the Archives (both show the same information, but presentation is differs slightly). For visibility, the map has also been copied below: Place is Issue is NOT "where you are from" (this is what the Nationality and Ethnicity fields are for). Place of Issue is reserved for the Zone of the first Bastion you were a part of after the Reformation of the NCC on June 2, 2029. DATE OF ISSUE Date of Issue is heavily entwined with Place of Issue. Date of Issue is the date upon which you became a citizen of your first Bastion after the Reformation of the NCC. Since not all Zone articles have been written yet, many Zone names are currently TBD (To Be Defined), however, you can still be from these Zones, you just won't have an article to base any specific lore off of. In order to illustrate the point here, I will give a few examples: Example #1: Pre-War Citizen of a Bastion Prior to WW3, your character was already a member of a Bastion. For this example, we'll choose a Bastion in Zone 8. Your character survived in this Bastion throughout the lockdown (referred to as both the Post-Catastrophic Containment Measure and The Great Winter in the lore), and had first-hand experience of the tightening rules and regulations of the ISF. When the Zone joined the NCC, you were assigned your ID. Since the Zone you were in was Zone 8, your Date of Issue is any time during March of 2030. Example #2: Not in a Bastion, but joined prior to the Reformation Your character was living outside of a Bastion at the beginning of the War, but managed to get in prior to the beginning of the Great Winter. Depending on what Zone your character is from, your Date of Issue would be exactly the same as in Example #1. Example #3: Survivor, not in a Bastion Prior to WW3, your character was either not able to, or chose not to seek shelter in a Bastion. Perhaps they survived outside with a large group, or managed to hole up somewhere relatively safe and outside of the influence of the NCC. Life on the outside would've been extremely tough, and you likely went to extreme measures to survive - perhaps you were a Doomsday prepper, maybe you just got lucky, or were a part of a large established group outside of the Bastions. Since everyone who comes to Korolgrad was transferred from another Bastion, at some point your character would've become a citizen of a Bastion, either by choice or by force. It's possible your character hit some hard times on the outside and decided to seek refuge, or maybe they were picked up or ambushed by an ISF patrol. Your Date of Issue for this kind of backstory is variable, but depending on the Zone, it must be after the Join Date listed in the above table. but before the present day in order to leave time to be transferred to Korolgrad. This thread is being left open, feel free to ask for guidance specific to your backstory by posting in this thread or sending either myself or @K-Jacka private message, either on the forums or via Discord.

    We thought the same thing, so we're already looking to develop both of these systems. This includes additional raw materials, more crafting recipes, and possibly some workbenches for both drugs (natural materials -> drugs), and scrap (useless items -> scrap -> various items both already in-game and modded).

    The Great Winter

    The Post-Catastrophic Containment Measure (PCCM), commonly referred to as "The Great Winter", was the period of time where NATO-CSTO Coalition (NCC) Bastions remained in quarantine in response to the outbreak of Nuclear War on April 21, 2027. Following a period of three weeks whereby sensors detected low and stable Roentgen levels, the PCCM was lifted and Bastion doors were unlocked across NCC countries on June 2, 2029: after 2 years, 1 month and 10 days. HISTORY Pre-War Years Following increasing tensions with the rising power of the People's Republic of China (PRC), countries from the North Atlantic Treaty Organization (NATO) and Collective Security Treaty Organization (CSTO) alliances formed the NATO & CSTO Coalition (NCC). One of the first acts of the combined NCC was the launch of the Bastion Contingency, which commissioned the construction of hundreds of shelters, bunkers, and safe havens across Europe and North America in the event of a Nuclear War with the PRC. World War III and Containment The PCCM was designed as part of the Bastion Contingency, which saw the construction of external sensors within each Bastion to be able to detect both Roentgen levels on the surface and heightened seismic activity. In the event of either metric increasing suddenly, the Bastion doors would automatically shut down and remain in quarantine to protect its inhabitants. The nuclear explosions experienced world-wide on April 21, 2027, triggered the PCCM protocol and caused all Bastions to immediately shut their entrances. The PCCM lasted until June 2, 2029, when average daily Roentgen levels decreased below the safety line for three consecutive weeks. Post-War The end of the PCCM saw Bastions across Europe and North America begin opening once again and begin establishing communications with one another.     NATO-CSTO Coalition (NCC)

    The Coalition of States from the North Atlantic Treaty Organization and Collective Security Treaty Organization, more commonly referred to as the NATO-CSTO Coalition (NCC), is a transcontinental country located in Europe and the Eastern Coast of North America, which was formed following the Third World War. The NCC is the succesor of the alliance by the same name formed in 2025, which consisted of an agreement between the countries of the North Atlantic Treaty Organization (NATO), and the Collective Security Treaty Organization (CSTO) in response to the growing threat and aggression of the People’s Republic of China (PRC) under President Zhao Desheng. Following the destruction of its member states in WWIII, the NCC was reformed in July 2029 as a single state. With its Capital in the Prague Bastion, the NCC today is divided into 22 Administrative Zones (16 in Eurasia, 6 in North America), each of which is under the responsibility of an Administrative Capital (AC). Prague also acts as the AC of Zone 1: Panacea. HISTORY Pre-War Years & Foundation On October 17th 2022, President Xi Jinping of the People's Republic of China (PRC) died following complications from pneumonia at the age of 68. Following the 19th Central Committee of the Communist Party of China, General Zhao Desheng was elected as the General Secretary of the Communist Party of China (CPC), President of the People's Republic of China (PRC) and Chairman of the Central Military Commission (CMC). Foreign policy of the PRC during previous presidencies was dominated by a practice of isolation and neutrality with regards to international political matters and instead a concentration on foreign direct investment and bilateral aid to countries in Asia and Africa. President Zhao made no effort to hide its expansionist ambitions, and immediately pivoted Chinese foreign policy towards territorial expansion. This triggered tensions with countries from the North Atlantic Treaty Organization (NATO) who were allied with the Republic of China in the island of Taiwan, as well as the Russian Federation due to their contested border with the PRC. As the PRC drastically increased its military spending, NATO and the Russian Federation began talks on how to cooperate in response to the growing threat. This culminated with the establishment of the NCC in December 19th, 2024. The negotiations, which lasted for the better part of 2023, included the end of NATO sanctions on the Russian Federation, readmission into the Group of 8 (G8), and commitments to end conflicts that had been the battleground of US and Russian covert foreign policy. On January 2nd 2025, the NCC revealed the Bastion Contingency in response to the possibility of nuclear war with the PRC. The contingency aimed to construct hundreds of shelters - Bastions - across Europe and North America in order to ensure the survival of the human race. The 2010s and 2020s saw Europe experiencing a fundamental shift away from what were generally Eurocentric parties lead by pro-European establishment and career politicians. Countries across the continent began to turn to more populist and Eurosceptic parties as political discourse and debate was increasingly dominated by appeals to emotion disconnected from the details of policy, as well as the repeated assertion of talking points to which factual rebuttals were ignored. This “post-truth politics” phenomenon was driven by a combination of the 24-hour news cycle, false balance in news reporting, and the increase use of social media to spread false stories from “fake news” websites. Concerned with the swelling polarization of political debate which was dividing the continent, a group of university professors, intellectuals and industry leaders headed by Professor Connell Monroe of Oxford University founded the Panacean Movement in 2023, whose mandate was to curb the influence of nationalism and disinformation which was infecting the world. The movement largely encompassed academics, intellectuals, political figures, and scientists from across the world and was open to all who shared the same ideology regardless of education or background. The First Panacean Congress met in April of 2023 in Prague, which brought together leading figures and intellectuals to discuss issues relating with the movement’s mandate. World War III In the early hours of 21 April 2027, PRC troops crossed the Sino-Soviet border and began massing on the Russian port city of Vladistovok. NCC forces stationed at an entry control point near Ussuriysk were targeted by an airstrike at approximately 0300 hours, and Vladistovok itself was hit three minutes later. Communications were sent to alert Moscow of the situation, and the news was promptly shared with the NCC. Russia attempted to target advancing Chinese armor with ICBMs, but a widescale cyberattack accompanying the invasion prevented them from doing so. At 0620, the Kaliningrad Incident occurred; a 100Mt cobalt bomb stored in the Kulikovo regional weapons storage site (located at 54.837445, 20.354618) was detonated without authorization. The ensuing blast levelled the city of Kaliningrad and released radioactive fallout into the atmosphere; this would later be deposited in surrounding areas, forming Zone 0. Evacuations in surrounding areas (Bastions included) started at 0650. Having regained control of their offensive weapons systems, Moscow gave the order to return fire and released a salvo of nuclear missiles towards China. China responded in kind and sent missiles towards both Russia and the United States, at which point the NCC gave permission to all allied states to return fire and formally declared war on the PRC. The outset of the conflict coincided with the Fifth Panacean Congress of Prague, whose attendees were evacuated to the Prague Bastion on April 21st. The Great Winter and Aftermath The detonation of large numbers of nuclear warheads destroyed most of the world's population surviving outside of the Bastions. The Center of Future Research estimates the global survival rate to be between 0.5-1% across the globe. A large number of Bastions built near major capitals and city centers were also destroyed after receiving direct or near-hits from Chinese nuclear warheads. The sudden spike in roentgen levels and seismic activity triggered the activation of the Post-Catastrophic Containment Measure (PCCM), which quarantined Bastions for over 2 years in a period that is commonly referred to as The Great Winter. During this period, Professor Monroe passed away due to poor health. On June 2, 2029, the PCCM was lifted and Bastions inhabitants were able to open their doors. Bastions across the former-NCC countries began reestablishing communications with one another and assessments of damage and survivors were carried out. Assessments indicated that most of the planet had been severely destroyed by both the nuclear warheads and the subsequent fallout. Furthermore, large numbers of those who had not been able to seek refuge within Bastions had been afflicted by a neurological disease which caused hyper-aggression and reduced cognitive functions. The NCC announced that the official term for these individuals is "Virulent" (plural Virulents, colloquially "V's"). At this time, no known cause or cure is known for Virulents and their affliction. Assessments of damage across Europe and North America showed that Chinese targeting had been uneven and pockets of intact infrastructure remained. In Europe, this was especially true for the countries of Czechia, Austria, Slovakia, and Hungary, whose Bastions all survived the war; critical infrastructure within these countries was largely unaffected. Prompted by the two largest of these Bastions (Prague and Vienna), these four countries formally allied in 2029, setting the foundation for the reformation of society. Adopting the name of the NCC and its original goal of unifying Europe and North America, the reformed NCC decided to divide these areas into 22 Administrative Zones (AZ): 16 in Eurasia and 6 in North America. In each AZ the NCC identified suitable Bastions as allies and provided military and financial support in order for them to adequately manage their zones. Each Administrative Capital was given the responsibility of protecting and managing their respective zone with the goal of maintaining the integrity of the NCC. Zone 1, or Panacea, was assigned to Prague, thus establishing it as the de jure capital of the newly formed NCC. NCC POLICIES The NCC's principal goal is to secure the future of humanity following the near-total collapse of civilization. Based on the principles of the Panacean Movement, it seeks to avoid repeating the mistakes of the past and ensure homogeneity across Bastions. Cooperation and stability are central pillars to NCC ideology and the ability to efficiently move resources to Bastions in need was a top priority following the establishment of the Administrative Zones. Railway lines were quickly rehabilitated, along with naval and aerial routes within and between Europe and North America, to ensure a steady flow of financial, material, and human resources. The NCC also sees superstition as one of the key drivers of conflict in the pre-2027 world. Education and rehabilitation programs were thus designed and implemented in order to free humanity of the detriments of superstition and belief in fictional entities. These programs were so successful that all religions ceased to be practiced within the NCC by 2032. Political discourse became highly polarized and violent during the 2010s & 2020s. As a result, founder of the Panacean Movement, Professor Connell Monroe identified politically-motiviated propaganda and "fake-news" from all political camps as key factors in this misinformation phenomenon and ultimately as the cause of the Third World War. To avoid future polarization of this kind, the NCC's Department of Archival carefully manages and distributes accurate information to ensure civilians are properly informed. With only an estimated 1% of the global population surviving the Third World War, human life is considered priceless in the NCC. Capital punishment is strictly outlawed and the use of deadly force by the ISF is very rare. Under this principle, long prison sentences are avoided as much as possible within the NCC as all citizens are integral in rebuilding civilization. Serious or repeat offenders are instead extradited to other Bastions, where they are permitted to start anew without the negative influences from their prior Bastion. STRUCTURE The Prague Bastion serves as both the capital of the NCC and the Administrative Capital (AC) of Zone 1. It houses the High Command, the Monroe Assembly, and the headquarters of the Internal Security Forces (ISF). High Command The Panacean High Command is the highest authority within the NCC. It is composed of 12 Delegates and 1 Speaker. Members of the High Command are selected by the Monroe Assembly on a rotational basis. Monroe Assembly The Monroe Assembly Fellows are the surviving members of the Fifth Panacean Congress, and represent humanity’s leading academics, scientists, and thought leaders. Fellows of the Assembly are tasked with the burden of steering humanity towards a brighter future and ensuring that the mistakes of 2027 and before are never repeated. Its members are carefully selected from the world’s brightest minds and go through exhaustive screening and testing before they are allowed to bare the burden of humanity’s survival and future. Internal Security Forces While the Speaker is both the official Zone 1 High Governor and Prague Bastion High Commissioner, the responsibility of their day-to-day management is delegated to the Zone 1 ISF. The ISF of each Zone reports to the Zone's Governor. Administrative Zones The NCC is divided into 22 Administrative Zones (AZ): 16 in Europe and 6 in North America.     Zone 1: Panacea

    Panacea is the First Administrative Zone of the NATO-CSTO Coalition (NCC). Located in Central Europe between the Alps and the Sudetes mountain ranges, it was established following the reformation of the NCC in 2029. Pre-2027 countries included in the zone are the Czech Republic, the Slovak Republic, the Republic of Hungary, the Republic of Austria, the Principality of Liechtenstein, and the Swiss Confederation. Administration of Panacea is entrusted to the Prague Bastion, which also serves as the administrative and political capital of the NCC. While both the NCC and Panacea fall under the responsibility of the High Command, administrative oversight of Zone 1 is delegated to the Internal Security Forces (ISF). HISTORY Pre-War Years: 2020-2027 Countries making up what is currently the First Administrative Zone did not feature prominently on global headlines, which prior to 2027 largely focused on the growing tensions between the United States of America (USA) and the Russian Federation on one side and the People’s Republic of China (PRC) on the other. Additionally, in order to avoid similar tensions with its member states as it had during the 2015 European Migrant Crisis, the European Union provided substantial financial and military aid to Turkey in order to absorb most of the migrants during the Second European Migrant Crisis of the mid-2020s. This meant that central and eastern European countries such as Hungary, which had significant internal turmoil as a consequence of the large influx of migrants in 2015, were largely shielded from the destabilizing effects of this second wave. Third World War & The Great Winter The rapid escalation of conflict between the NCC and the PRC in April of 2027 coincided with the Fifth Panacean Congress, which was convening on the week of 19th of April. The Kaliningrad Incident took place on April 21st, which forced the closure of the conference and an immediate evacuation of all attendees to the Prague Bastion regardless of whether they lived in the city or not. In the following hours both the NCC and PRC detonated large numbers of their nuclear arsenal, which triggered the Post-Catastrophic Containment Measure and sealed all Bastion entrances throughout Europe and North America. The quarantine lasted 2 years, 1 month, and 10 days in a period that came to be known as the Great Winter. During this period, Connell Monroe passed away due to poor health. Post-2027 Years The detonation of large numbers of nuclear warheads destroyed most of the world's population surviving outside of the Bastions. Following a three-week period of reduced roentgen levels, the PCCM was lifted and Bastions were permitted to open their doors and assess the situation on the surface. Assessments of damage across Europe and North America showed that Chinese targeting had been uneven, and pockets of intact infrastructure remained. It was discovered that the NCC members who now constitute Zone 1 were among the only countries whose capitals did not receive direct hits. By 2027, Zone 1 countries had managed to complete the construction of 26 Bastions, of which 14 survived by 2029. The Hungarian Bastions of Pecs and Szeged were destroyed as part of the PRC bombing of the strategically important country of Ukraine, while a further 9 Bastions suffered malfunctions during the PCCM, and its inhabitants did not survive. Bastions across the former-NCC countries began reestablishing communications with one another and it was discovered that the countries of Czechia, Austria, Slovakia, and Hungary had been left relatively unscathed and most of their infrastructure remained intact. In Zone 1, non-Bastion survival rates were significantly higher than the rest of the world: 6% compared to the global average of 0.7%. Given its relative welfare compared to the rest of the world, survivors from the Fifth Panacean Congress brokered an alliance between the Prague and Vienna Bastions in July 2029 and united the Bastions of both Czechia and Austria. The alliance adopted the name of the NCC with the original goal of uniting Europe and North America. In the following years, the NCC began reaching out to neighboring areas and asking Bastions to join the NCC in exchange of financial, material, and human aid. These areas were then formed into Administrative Zones and one Administrative Capital was chosen in each to sign a NCC SAAVED Agreement. The agreements outlined the Capital's mandate to protect and manage their respective zone and maintain the integrity and cohesion of the NCC. and subsequently divided these areas into 22 Administrative Zones (AZ): 16 in Europe and 6 in North America. In each AZ the NCC identified suitable Bastions as allies and provided military and financial support in order for them to adequately manage their zones. Each Administrative Capital (AC) was given the responsibility of protecting and managing their respective zone with the goal of maintaining integrity and cohesion of the NCC.     Zone 11: Kingdom of Iberia

    The Kingdom of Iberia (Spanish: Reino de Iberia) is the Eleventh Administrative Zone of the NATO-CSTO Coalition (NCC). Located in Southwestern Europe, it was established in June 2030 and covers the whole of the Iberian peninsula. Pre-2027 countries included in the zone are the Kingdom of Spain, the Portuguese Republic, the Principality of Andorra, and the British Overseas Territory of Gibraltar. Administration of Iberia is entrusted to the Zaragoza Bastion. The zone is led by the remnants of the Spanish government elected in 2026, with Prime Minister Jose Luis Alonso of the Spanish Socialist Workers' Party (PSOE) ruling in coalition with members of the Podemos party. The Parliamentary Monarchy is led by Queen Sofia of Spain, daughter of the late King Felipe VI and sole survivor of the Spanish branch of the Bourbon royal family following World War III. Sovereignty of the peninsula is primarily contested between the Republic of Spain, the Republic of Catalunya, and the Emirate of Al-Andalus. HISTORY Pre-war: 2020-2027 Spanish politics experienced significant turmoil during the period of 2017 to 2019 - 4 elections were held in the span of 2 years, and a vote of no confidence ousted the People's Party from office following a corruption scandal in 2018. The turmoil saw the far-right movement Vox gain popularity in a country that had minimal far-right following in the preceding 30 years. By early 2020, the Spanish Socialist Workers' Party (PSOE) under Pedro Sanchez was able to form a coalition government with the center-right Ciudadanos (Citizens) party; this usurped the People's Party as the country’s leading conservatives, and created controversy as the coalition excluded its historical ally: the far-left Podemos party. The Second European Migrant Crisis of the mid-2020s saw the number of migrants from sub-Saharan Africa into Europe increase exponentially. As the first point of entry into Europe for most migrants, Spain began receiving massive amounts of refugees. This was met with mixed reactions; the conservative Citizens party was criticized for acquiescing to all PSOE policies, which in turn fueled further support for Vox, who called for the total expulsion of all African immigrants in Spain. A crisis in government sparked a snap election in late 2026 which saw the Vox party receive 43% of the vote, double the amount of the second-placed PSOE. Expecting to receive the blessing of the King of Spain to form a parliament, in an unprecedented move the Vox party was overlooked in favour of the PSOE party which formed a coalition with its conservative historic rival, the People's Party, as well as its liberal 2019 rival Podemos; the coalition managed to secure a majority of 50.9% in parliament. This move was seen as undemocratic by Vox voters, and Spain was divided in two as riots flared throughout the country. This uneasy alliance lasted until the outbreak of war in 2027. World War III On the eve of the war, suspecting an imminent attack by the Communist Party of China (CPC), members of Prime Minister Jose Luis Alonso’s cabinet travelled to the NCC Bastion in Zaragoza. The outbreak of the war saw an immediate evacuation of the remaining cabinet as well as the Royal Family from Madrid, as nation-wide broadcasts began calling for people to seek shelter. The Spanish capital of Madrid was hit by a Chinese warhead which destroyed the city center, and the ensuing shockwave brought down numerous aircraft which were evacuating political figures, including the helicopter carrying the Royal Family. Following the initial chaos only Princess Sofia, youngest daughter of the King, managed to escape the city. Nuclear missiles had targeted the cities of Madrid, Barcelona, Valencia, San Sebastian, Seville, Cadiz and Cordoba, destroying the majority of the country's industrial infrastructure. Most of Spain's military leadership stationed in Seville was successfully relocated to the NCC Bastion in Granada. Portuguese officials, however, had failed to relocate in time and were presumably killed when nuclear warheads hit Lisbon and Porto. Post-2027 As per NCC Bastion protocol, all surviving Bastions within Iberia went into lockdown to protect inhabitants from the explosions and subsequent fallout in a period that came to be known as the Great Winter. Bastions across Europe began lifting their lockdowns in the summer of 2029 and the NCC was reformed in Prague. The Eleventh Administrative Zone was created In June 2030 and the Zaragoza Bastion, which had shielded Spain’s political elite, was identified as the most suitable candidate for the role of Administrative Capital. Republic of Spain The remnants of Spain’s elite Spanish Legion were sent to secure the Toledo Bastion to establish a stronghold near Madrid. However, on arrival, General Santiago Gallardo renounced fealty to the Kingdom of Iberia and instead installed Alejandro Chavez, leader of Vox during the 2026 elections, as Rightful and Supreme President of the Spanish Republic. With most of Madrid's nuclear fallout blowing southwards, and the Guadarrama Mountains stopping its expansion north, the Republic of Spain and the Kingdom of Iberia immediately began fighting for control of the largely untouched province of Castile & Leon, north of Madrid, with intense fighting in the initial years going back and forth between the two factions. Republic of Catalunya Following the 2017 Catalan Secession Crisis, the government in Madrid had an uneasy relationship with the Province of Catalunya, which resented the denial of a referendum and the imprisonment of its political leaders. Numerous tensions over the following decade however proved inconclusive as the state of emergency imposed by the central government was never lifted and a solution never negotiated. The outbreak of nuclear war saw a renewed drive for independence by remaining Catalan survivors which established the Republic of Catalunya with the stronghold of Girona as its capital. Catalunya and Iberia spent the following years in a series of conflicts principally over control of the Tarragona and Lleida Bastions. Following an offensive in 2037, Iberian NCC forces destroyed the protective wall of Tarragona by accident. The explosion attracted Virulents to the city who entered through the breach and killed most of the Bastion's population. To avoid a similar fate in Lleida, a stalemate has manifested wherein the Iberian forces control the west bank of the Bastion while Catalan forces control the East. Semi-autonomous Governorate of Galicia The nuclear destruction on the peninsula disproportionately destroyed Portugal, which saw its major urban centers devastated and its entire political, military, and administrative leadership wiped out. Atlantic winds pushed the nuclear fallout south, so surviving Portuguese migrated north to the Spanish province of Galicia. While leadership of the stronghold of Santiago de Compostela is pro-Iberian, its distance from the Iberian capital of Zaragoza, as well as Toledo challenging the supply routes between the two, means Zaragoza has had to allow a certain degree of autonomy to the leadership of Galicia, which in turn ensures control over the large and malcontent Portuguese citizenry who refused to recognize their annexation by Iberia. Emirate of Al-Andalus The nuclear war exacerbated the effects of climate change to unprecedented levels, which prompted large amounts of both Sub-Saharan and North Africans to escape north into Spain. The Granadian Bastion, under Iberian control, attempted to contain the immigration to the sparsely populated Province of Extremadura. In 2030, large numbers of migrants became angry at the attempted marginalization to the agriculturally poor province, and a large faction under the leadership of Abdul Raheem Al-Islam, stormed the Granadian Bastion and destroyed the Iberian military leadership residing there. This was followed by the re-establishment of the independent Emirate of Al-Andalus, adopting the name of the ancient Muslim kingdom which had been driven out from Granada by Spanish forces in 1492. However, the Emirate of Al-Andalus adopted a hard-line Salafist ideology which aimed to implement a strict interpretation of the Qu’ran. More liberal Muslims not wishing to be under the harsh rulership of Granada united and established a stronghold in Badajoz. While technically independent due to their isolation from the rest of Iberian territory, the stronghold of Badajoz does not seek independence from Iberia and currently awaits its integration into the NCC, while fighting both Toledo and Granada. BASTIONS The Administrative Center of the Kingdom of Iberia is the Zaragoza Bastion in the province of Aragon. As part of the NCC Bastion Contingency of 2025, Spain and Portugal constructed a total of 42 Bastions across the peninsula before the outbreak of war. Eighteen Bastions were destroyed in the War of 2027 while a further three have since been lost.     Zone 7: Greater Italy

    Greater Italy is the Seventh Administrative Zone of the NATO-CSTO Coalition (NCC). Located in Southern Europe, it was established in March 2030 following the reformation of the NCC in July 2029 and covers the whole of the Italian Peninsula, as well as the islands of Corsica, Sardinia, and Sicily. Pre-2027 countries included in the zone include the Italian Republic, the french island of Corsica, and the microstates of Vatican City and San Marino. While officially within the Seventh Administrative Zone, the Padan Valley is uninhabited due to the presence of a permanent highly radioactive fog and radioactive swamps. Administration of Greater Italy is entrusted to the Arezzo Bastion in the region of Tuscany. HISTORY Pre-War: 2020-2027 Italy was affected by the European migrant crisis in 2015 as it became the entry point and leading destination for most asylum seekers entering the European Union (EU). Since 2013, the country took in over 700,000 migrants and refugees, mainly from sub-Saharan Africa, which caused great strain on the public purse and a surge in support for far-right, euroskeptic or eurocritical political parties, which lead into the 2018 general election. The election was characterized by a strong showing of the Five Star Movement and the League, who formed a coalition government. After only 14 months however, the League withdrew its support for Prime Minister Giuseppe Conte in an attempt to force an election during a period where League support was surging. In an unexpected move, the 5 Star Movement formed a second coalition with the Democratic Party (DP) and ousted League presence within the government. Italy never fully recovered from the Great Recession of the late 2000s, with the country continuing to experience high levels of underemployment and youth unemployment. The North-South economic divide continued to grow in the early 2020s creating resentment among southern populations and once again reviving the popularity of the League under the leadership of the young Carlo Scanalatura. The League’s popularity also increased as a result of the Second European Migrant Crisis of the mid-2020s as conflicts and climate change in the Middle East and Africa forced more mass migration across the Mediterranean Sea. Elections in early 2027 saw the League receive an absolute majority and Scanalatura was elected as Prime Minister. World War III and Aftermath As a prominent member of NATO and the NCC, Italy was severely hit by Chinese warheads during the War of April 21st. The worst of the attack was concentrated in the industrial centers along the Po river in the north of the country with Milan, Turin, Bologna, and Venice being among the major cities to be completely destroyed. Other cities such as Rome, Naples, Bari and Palermo were also hit, although damage in the rest of the central and southern parts of the peninsula was significantly less severe. Following the end of the Great Winter, Bastions across Europe began lifting their lockdowns in the summer of 2029, shortly followed by the Reformation of the NCC in the summer of 2029. The Seventh Administrative Zone was created on March 2nd, 2030, after the NCC reached an agreement with the Arezzo Bastion, home of Prime Minister Scanalatura, which was identified as the most suitable candidate for the role of Administrative Capital. Accepting to join the NCC in exchange for its support, Arezzo quickly re-established contact with surviving Bastions across Greater Italy and assessed the damage following the War of 2027. The river exits of Lake Maggiore, Lake Lugano, Lake Como, Lake d’Iseo, and Lake Garda were all hit directly by Chinese warheads and their water contents flooded into the Padan Valley creating large swamps. The methodical nature of these hits, their epicenters, and their outcome suggests this was an intentional strategy by military officials of the People's Republic of China (PRC). Despite rumors of sightings of people coming in and out of the valley, the area has been confirmed to be uninhabited and inaccessible by NCC officials due to both high levels of radioactivity in the water and a radioactive fog that has engulfed the whole valley. While the northern Italian region was known for frequent episodes of thick fog, it is unclear why it has failed to dissipate in the last decade. One by one, Bastions across the peninsula and the three islands of Corsica, Sardinia, and Sicily joined the NCC and accepted Arezzo as the Administrative Capital While the relationship between Arezzo and the rest of the Bastions was relatively peaceful in the years following the reformation of the NCC, the Seventh Administrative Zone experienced numerous episodes of infighting. A number of Southern Bastions were taken over by groups formerly associated with Italian criminal organizations such as the Sicilian Mafia, N'drangheta, and the Camorra; although most of the original leadership of these groups perished during the War of 2027. Past grievances between these groups, as well as a struggle for control of resources, has been the source of continued conflict in the South. Another source of conflict stems from continued efforts of Prime Minister Scanalatura in ejecting people of African descent (regardless of whether they were Italian in the first place) from Greater Italy, many of which have been forced to band together to resist Arezzo's deportation policies. Moreover, continued influx of migrants from North Africa and the Middle East has threatened to hamper NCC efforts of eliminating superstitious belief within its territories, and as such Scanalatura has invested significantly in halting their arrival on the peninsula. In 2030, Pope Formosus II of the Catholic Church was found to have survived in the Viterbo Bastion north of Rome. Having witnessed the destruction of the world following the War of 2027, the Pope was compelled to denounce the Catholic religion as false, and presented evidence he possessed from the now destroyed Vatican Apostolic Library that Jesus had in fact never existed but was instead created by a group of dissenting Jews as a scheme to gain power for themselves in Jerusalem around 2000 years ago. Pope Formosus II went on to admit that the Catholic Church had invested great efforts and resources into keeping this secret from reaching the public due to the significant financial benefits and possessions the Church acquired through its Institute for the Works of Religion, the Vatican’s principal financial firm. The entirety of the College of Cardinals perished in Rome during the War of 2027. BASTIONS The Administrative Center of Greater Italy is the Arezzo Bastion in the Tuscany region of the Italian Peninsula. As part of the NCC Bastion Contingency of 2025, Italy constructed 56 Bastions across Italy, with the majority being located in the North due to the high levels of population and industrial presence in the regions of Piedmont, Lombardy, Emilia-Romagna, and Veneto. Due to the destruction of the Apennine Lakes and Chinese nuclear concentration in these regions however, all Bastions located in the area were destroyed.
